Guidelines for Grant Assistance for
Organisation with Foreign Contribution
Regulation Act (FCRA);
1. Introduction
BlueBird Welfare Organisation offers a financial assistance for development projects designed to  
meet the diverse basic human needs of the people in developing countries since 2008.
We support projects implemented by non-profit organizations such as NGOs, educational and
medical institutes, who are eligible to receive funds under the concerned law of the Government of
India.
2. What are eligible organisations?
Organisations must have been legally registered for at least three year in their regions they must be
non-profit, non-government (NGOs or CBOs) and private enterprises may engage in partnership with
another organisations. They must have a valid FCRA registration Certificate for their Organisation.
Valid bank account: The applicant organization must have a bank account in the name of the
organization. This name has to be identical to the name of the legal registration certificate.
Religious evangelization: Organizations that carry out religious evangelization are not eligible to
apply for a grant. However, development organizations affiliated to religious bodies may apply.
Note:
Facilitating Organization:  Applicant organizations that lack a valid registration certificate or bank
account, but fulfill all other eligibility criteria, may apply in partnership with another organization
that will serve as the facilitating organization. In this case, the facilitating organization will enter into
a grant agreement and receive the grant on behalf of the applicant organization.
Civil society organizations, local governments or private enterprises may all serve as facilitating

4. What happens if your application is successful?
Grant Agreement
In the event your application is approved, a grant agreement, drawn up and detailing the levels and
conditions of funding, will be entered into between Fundraising Agencies and the beneficiary (or the
facilitating organization if applicable).It is intended that beneficiaries shall receive the agreements
for signature within Three months after the beneficiaries have been announced.
The agreement must be signed and returned immediately. And Funding Agencies/Donor will be the
last party to sign the agreement.
The acceptance of an application does not imply an undertaking to award funding equal to the
amount requested, the funding could be reduced according to the financial rules of the fund.
The awarding of a grant does not establish an entitlement for subsequent years.

6. What is SWIFT code?
SWIFT code is a standard format of Bank Identifier Codes (BIC) and it is unique identification code for
a particular bank. These codes are used when transferring money and messages between banks and
are necessary for transferring money to your account if your project is selected for the grant.www.bluebirdwelfare.org 3
7. What happens once your application is submitted?
All applications received by BlueBird Welfare Organization will undergo the same selection
procedure.
Applications submitted to the Grant are subjected to a thorough evaluation process to guarantee
impartiality and equal treatment of applicants.
The process consists of six steps:
i. Applications are registered and given a unique reference number through Email & SMS.
ii. Applications are subjected to an eligibility check to verify that they fulfill the basic criteria
required to receive grants from the fund.
iii. Eligible applications go through a quality assessment and are scored on different criteria
related to the quality of the project proposal and the priorities and objectives.
iv. The highest rated applications from each geographical region are shortlisted.
v. The Organisation will be also listed in  www.joyofgivingonline.com with their link of the
PayPal payment gateway & Bank account details for future funding.
vi. The Steering Committee of the fund reviews the shortlisted applications and decides on
which applications to approve.
Notification of beneficiaries
 Granted projects are published on  our website, www.bluebirdwelfare.org, Successful
applicants are notified by e-mail.
8. What is Good Conduct Certificate?
An Appreciation Letter Given by any of the Govern  Body / Institute / MP, MLA, MLC (or) Village
Surpanch on their letter head for the services of the Organisation.
(Note: Awards Certificates Can also be attached)
9. How organization can be benefits from www.joyofgivingonline.com?
www.joyofgivingonline.com is  Ngo Partnership Portal link with the payment gateway with your
organisation Bank Account, where the individual donation can be done.

10. Administration & Registration Charges /Fee: 
 Rs  11,000/- (Eleven Thousand  Rupees Only) Cheque in a favor  “BlueBird Welfare
Organisation”
 An Administration Charges has to be paid  only through Cheque of the Applicant
Organization.
 Receipt will be send with the Welcome Letter.
 The payable Amount is Refundable. *Condition apply*
Note: we will not accept any DD/Online Transfer with the application for payable fee.
Importants:
 Cheque is Consider has a very important document to verify a Valid Bank Account of the
Organisation.And this will also help us to avoid third parties to submit other NGOs
applications.
 Only the Eligible Application Cheques will be Produce to the Bank for Clearances And the
Others Cheques of the Rejected Application will be Return Back(Refunded) with the Letter
of Concern.
 The Above Amount Payable includes Registration Fee for our web Portal
(www.joyofgivingonline.com) & Administration Expenses (such as. Courier, Stamp Paper,
Agreement, Other Expenses.)

 Complete profile of Organisation including details of income tax registration.
 Good Conduct to the trusty (or) Society Certificate.
 A list of board members and management indicating their full name, age, gender,
education and profession;
 Background of the Project -Situation Analysis/ Needs Assessment & Outline of the Project.
 Project Budget: Estimated Cost of the Project.
 Auditing reports of last three financial years.

 An official signed and stamped cover letter.(on Letter Head)

 Bank Account Details ( Swift code for Both Local & FCRA Account details)

 Request letter to create a Organisation Paypal Account.(If the organisation doesn’t have
PayPal payment gateway account)
